The majority of the Drench inhabitants live in these twilight streets. The cheapest apartments offer no protection from the floods, often rebuilt year after year when they collapse. The most luxurious, while still a far cry from life on the plates, are built either high enough to be safe, or with a sturdy floating foundation.
