There were, but people weren't benefiting from them due to a lack of progress in that field of research. It was likely that no one even looked into avenues that would create jobs, power, and actual amenities using the floodwaters and Drench itself. Then again, even if someone did figure out a way, he doubted the locals would let them try to gentrify the alleyways and dens of iniquity. "Most things have a mouth and other parts, as long as it breathes it can be taken down" Josef said, though slightly disappointed that the rumor of crocodiles in the Drench was not confirmed. What he wouldn't do to meet some kind of animal biologist of some kind.
Quietly working on things as he listened to her walk about, exploring the other sections of the room as he continued to dismantle things in the glow-light of his glove and the jar of fireflies. "Then change acquaintances to friends. Just find someone who would do something heinous to keep you safe, like hide a body without blackmailing you afterward" Half jest, half serious as he looked back over at the girl, still, no name to call her by. Just two strangers chatting about random things in the darkness of the Drench. "Good to know, I have an interest in strange critters" He murmured as she spoke up about hounds.
"Snap hounds and such, they couldn't just be owned by the Forcies. Pardon, Enforcers. There must be free hounds owned by people without turnin' them into weapons" his voice sounding a little naive then as animals were usually just free in his eyes. Pets were just temporary homes until they transitioned to being family. "What would you need to do to have snap hounds sent after you? Murder, Genocide, or just pissing off the wrong person?" Smirking as he thought about the people he had met and their vehemence against the Forcies and Platers.
